Export Compliance & Licensing
ITAR and EAR classification, license applications, end-user documentation, and screening.
Program ownership
An Empowered Official signs export determinations. The compliance function reports independently of sales and holds authority to stop any shipment. Export decisions are documented and retained for the period required by 22 CFR 122.5.
Classification
Every line item is classified before quote. USML category and paragraph, ECCN or EAR99, and the applicable license exception are recorded on the quote itself, so the contracting officer sees the control status before award.

License support
We prepare and submit DSP-5 permanent export applications and DSP-73 temporary export applications, including supporting documentation, purchase orders, and technical data attachments. We track case status in DECCS and report license conditions and provisos to the customer in writing.
End-user documentation
Non-transfer and use certificates (DSP-83), end-user certificates, and letters of explanation are collected before shipment. We confirm end-use and end-user with the requesting government activity, not only with an intermediary.
Denied party screening
All counterparties are screened against the Consolidated Screening List, OFAC SDN and sectoral lists, the DDTC debarred list, EU and UN measures. Records are rescreened daily and any change generates a hold.
Technology control plan
Access to controlled technical data is restricted by role. Foreign-person access is controlled, drawings are marked, and file storage is segmented. Personnel receive export training on hire and annually thereafter.
